According to the Interim Measures for Public Participation in Environmental Impact Assessment, the Implementation Opinions on Effectively Strengthening Public Participation in Environmental Impact Assessment of Construction Projects and the Notice on Standardizing the Implementation of Public Participation System in Environmental Impact Assessment of Construction Projects, publicity must be carried out before the environmental impact report of this project is carried out, so that a wider range of social organizations and the public can understand and participate in the environmental impact assessment of the project. Forecast of main environmental impacts in 3.
1. Waste gas: The waste gas generated by the project is mainly acetylene, halogenated hydrocarbons, HF, HCl, chlorine, dust, NOx, SO2, smoke, etc. After the gas from the directional reformer in the plant area is absorbed to obtain hydrofluoric acid solution and sodium sulfite solution, the tail gas is discharged through the exhaust cylinder to meet the standard; other waste gas in the plant area is mainly acid gas, which is discharged after spray treatment. It is predicted that the exhaust gas after the completion of the project has little impact on the surrounding environment.
2. Wastewater: The wastewater generated by the project mainly includes production alkali washing wastewater, equipment and ground cleaning wastewater, cooling system sewage and initial rainwater. The wastewater in the plant is mainly fluorine-containing wastewater, which is treated by the existing double calcium defluorination process in the plant and then sent to Shangyu Sewage Treatment Plant for treatment. The wastewater receiving pipe of the Project has basically no impact on the nearby rivers.
3. Solid waste: the solid waste of the project can be "zero" discharged after being recycled, treated by qualified units and transported to landfill, which basically has no impact on the surrounding environment.
4. Noise: The noise generated by the project can be discharged up to standard after corresponding treatment, and the surrounding sound environment meets the standard requirements.
After the completion of this project, through the adoption of advanced and effective pollution control measures, the discharge of various pollutants can be effectively controlled, and the environmental quality can be maintained at the current level, so it is in line with the principle of maintaining environmental function zoning.

Zhejiang Exon Chemical Co., Ltd. has an annual output of 28000 tons of 1,1-difluoroethane (R152a) and 8000 tons of 1,1, 1-trifluoroethane (R143a) to be built in the existing plant area of Hangzhou Bay Shangyu Economic and Technological Development Zone. The construction of the project meets the requirements of planning and environmental function zoning; conforms to the national industrial policy and meets the requirements of planning environmental assessment; the pollutants discharged meet the national and provincial pollutant discharge standards and the requirements of the total discharge control index of major pollutants; the project pollutants After treatment, it can be discharged up to the standard, and the impact on the surrounding environment is within an acceptable range.
From the perspective of environmental protection, it is feasible to construct the project in the proposed plot.
